The mission of the Dexter High School counseling department is to provide high quality, comprehensive school counseling services to all students. Our program, as guided by the ASCA National Model, is designed to help all students develop and enhance their academic, career, and personal/social strengths in order to become responsible and productive citizens. There is a commitment to individual uniqueness and the maximum development of human potential. Through the skillful use of strategic, timely, and personal interventions, counselors customize educational experiences in order to enhance capabilities, close achievement gaps among high and low performing groups and support positive choices.

DCS Staff Open Enrollment

Open Enrollment will be held from November 10, 2015 through December 5, 2015. Elections made during open enrollment will begin January 1, 2016.

Open Enrollment provides you with an opportunity to re-familiarize yourselves with your health benefits and is your once-a-year opportunity to enroll in or make changes to your benefit elections such as Medical, Dental, Vision, Medical Flexible Spending Account (FSA), Dependent Care Flexible Spending Account, Health Savings Account (HSA), and Life/Disability Options for the upcoming year. The decisions you make during this November/December Open Enrollment are for the entire 2016 calendar year and cannot be changed. The next opportunity you will have to make changes will be next November/December that will be effective for the 2017 calendar year, unless you experience a Qualifying Life Event as defined by the Department of Labor (DOL).

For the 2016 calendar year, there are no changes to the benefit options you may elect.


DAA, DEA (full time and part time), DESPA (B&G, Secretaries, Tech, and F&N full time and part time (>= 3 hours per day) and full time Individual Salary Contract Staff MUST choose one of the following MESSA options:

  • Pak A - Medical PPO plan ($200 single/ $400 family deductible), dental, vision, 45k life, and LTD. 

  • Pak C - Medical PPO plan ($300 single /$600 family deductible), dental, vision, 45k life, and LTD. 

  • Pak D - Medical PPO HDHP ($1300 single /$2600 family deductible), dental, vision, 45k life, and LTD. 

  • Pak B - Dental, vision, 45k life, and LTD. 

The plan costs for the 2015-16 fiscal year (through 6/30/2016) are as follows:

The rates will change on 7/1/2016 based on the MESSA renewal and continued costs of the run-out from the former self-funded program.


Bus Drivers, Jenkins (eligible salary and full time hourly), and part time Individual Salary Contract Staff have the OPTION to enroll in the Blue Care Network HMO Plan ($1300 single /$2600 family deductible).

This is a “PASSIVE” ENROLLMENT. This means that if you do not make a new election, your medical benefit election (MESSA PAK A, PAK B, PAK C, PAK D, MESSA options, and Blue Care Network HMO) will automatically roll over from the 7/1/2015-12/31/2015 benefit elections to the 2016 calendar year. However, if you are currently enrolled in Medical Flexible Spending Account (FSA), Dependent Care Flexible Spending Account, or Health Savings Account (HSA), you must make a new election for 2016. Your FSA or HSA election from the previous year will not carry over. Even if you are not changing benefits, we strongly encourage you to complete the open enrollment process to confirm your existing coverage, dependents, and beneficiaries.
